Welcome to construction information for every state highway construction project currently underway in northeast Wisconsin! This website is published by the Wisconsin Department of Transportation (WisDOT) Northeast Region. Here you can find details on any active state highway construction project in our 11-county area.It provides a weekly construction update on all WisDOT Northeast Region state highway projects currently under construction. This is the final update for 2021 construction. It details winter construction and projects that will be carried over to the 2022 construction season. Weekly construction updates will begin again in spring of 2021.

BROWN COUNTY
WIS 29/County VV Interchange
Location/limits: WIS 29/County VV interchange, WIS 29/County U interchange, and various side roads in the villages of Hobart/Howard and the Oneida Nation Reservation.
Length: 1.3 miles
Schedule: May 3, 2021 to late fall 2022
Cost: $19.8 million
Description of work: Construction of a grade-separated interchange at the intersection of WIS 29/County VV, including the connection and/or realignment of local roadways. After the completion of the interchange at WIS 29/County VV, the intersection of WIS 29/County U will be closed.
WINTER 2021/22: Most construction will pause for winter 2021/2022 beginning approximately Dec. 10, 2021 and restart in spring of 2022. Some bridge construction will continue. Work prior to Dec. 10, 2021 includes storm sewer and roadway grading for County TS, pouring the south bridge abutment, and setting girders across WIS 29. Median grading, guardrail installation and fiber optic installation will also continue until Dec. 10.
Traffic impacts: WIS 29 lane closures can be expected during off-peak hours intermittently during the project.
- The western median U-turn of the WIS 29/County VV RCUT is closed and detoured. Traffic to proceed westbound to the WIS 32 on/off ramps and use the WIS 29/WIS 32 ramps to turn around and access eastbound WIS 29.
- Local roadways will be closed and/or detoured during various times throughout construction.
Detour: For RCUT closure: Traffic travels westbound WIS 29 to WIS 32/29 on/off-ramps to access eastbound WIS 29.

FOND DU LAC COUNTY
WIS 23 Expansion – Urban Section
Location/limits: WIS 23 and various intersecting local roads between US 151 and Seven Hills Road
Length: 5.59 miles
Cost: $35 million
Schedule: April 19, 2021 to fall of 2022
Description of work: This work is part of the WIS 23 4-lane, on-alignment expansion project in Sheboygan and Fond du Lac counties. Construction in the Fond du Lac urban section of the overall project includes the construction of WIS 23 additional lanes. Work also includes construction of a roundabout at WIS 23 and Wisconsin American Drive, a jug handle interchange with roundabouts at WIS 23 and County K, and a WIS 23 structure over County K. At WIS 23 and County UU, a diamond interchange with roundabouts and a bridge over WIS 23 will be constructed. Other work includes grading, drainage culverts and inlets, aggregate base, concrete pavement, and incidentals.
WINTER 2021/22: The contractor will continue working on the new County UU bridge. The contractor will also continue working on miscellaneous grading and drainage items as weather permits.
Traffic impacts: WIS 23 will remain open with a single lane of travel in each direction from Highway 151 to Seven Hills Road. Hilltop Drive access to WIS 23 will be maintained on a temporary connection with Whispering Springs Drive.
Winter closures:
- County UU (south of WIS 23) – Closed
- County UU (north of WIS 23) – Closed
- County K (north of WIS 23) – Closed at WIS 23
- County K (south of WIS 23) – Access to and from WIS 23 westbound is closed.
Access restrictions will continue at the below locations. Posted "no left turns".

WIS 67 Village of Campbellsport Reconstruction
Location/limits: WIS 67 from Baumann Street to Triple S Road
Length: 2.24 miles
Cost: $9.04 million
Schedule: March 15, 2021 to late November 2021
Description of work: The project includes reconstructing WIS 67 to install new base aggregate, pavement, curb and gutter, sidewalk, storm sewer, urban shoulders, parking lanes and utilities (water and sanitary sewer). The bridge over Milwaukee River will receive a concrete deck overlay and structural repairs.
WINTER 2021/22: Final concrete work, topsoil placement, restoration and highway opening/detour removal will be complete by December 2021. Minor landscaping and tree planting may take place in spring of 2022.
Traffic impacts: WIS 67 will reopen to through traffic by December 2021.
- Local access to businesses and properties in the work zone will be maintained using side roads.
Detour: Through traffic is directed to use I-41, WIS 28 and WIS 45

OUTAGAMIE COUNTY
WIS 15 Bypass Reconstruction/Expansion
Location/limits: WIS 15 from CN Railroad to County JJ in the towns of Hortonia and Ellington and the village of Hortonville
Length of project: 3.6 miles
Schedule: June 2021 through October 2022
Cost: $24.7 million (initial contract)
Description of work: This work is part of the WIS 15 4-lane, off-alignment expansion project scheduled for 2021-2024 in Outagamie County. This initial contract (one of five) will complete the bypass portion. Work involves grading, base, landfill waste removal, culvert pipe, storm sewer, asphalt pavement, concrete curb and gutter, pavement marking, finishing, landscaping, bridge/drainage structures, retaining walls and incidental items. Construction of eastbound and westbound bridges over Wis. Central Railroad, Black Otter Creek, County M and Nash Street. Retaining walls along the east side of the Wis. Central railroad at the abutments and under and along the east and west abutments at County M and Nash Street. Grading of the new roadway alignment and placing of select crushed and base aggregate material to the roadway elevations for the future paving contract. Erosion control as needed. County M bridge piling began on the west side of the roadway.
WINTER 2021/22: Grading work will wrap up for the winter season in November 2021. Bridge crews will continue structure construction at County M, Nash Street and Black Otter Creek throughout the winter. Work includes retaining walls, girders, decking and rebar placement.
Traffic impacts: Most work on the bypass where the roadway does not conflict with existing roadways will be completed in stage one. No impacts to traffic are expected at this time. Grading equipment will be crossing County M, MM and Nash Street at times to move onsite material. Grading equipment will yield to roadway traffic. Short term closures of County M and Nash St. can be expected during girder setting which is scheduled for late fall or winter of 2021.

Racine Street Bridge Replacement
Location/limits: Fox River Bridge and approaches, city of Menasha
Length: On-bridge
Cost: $33 million
Schedule: October 13, 2020 to November 2022
Description of work: Work includes replacing the existing bridge with a new, two-lane drawbridge (movable span) on a slightly different alignment (just east of existing location). It also includes new roundabouts at the Racine Street intersections with Main Street on the north side of the river and Ahnaip Street on the south side of the river. Work will be completed in three stages. Stage 1 takes place from October 2020 to fall 2021.
WINTER 2021/22: Contractor will complete demolition of old bridge. Construction on the lift bridge segments. operator house, piers, south abutment, and bridge deck will continue.
Traffic impacts: Bridge CLOSED through September 2022
- Racine Street Bridge is CLOSED to vehicle traffic. Marine traffic will continue to be able to pass under the bridge during navigation season. Racine Street intersections at Main Street and Ahnaip Street will remain open.
Detour: 3rd Street (WIS 114) to Tayco Street to Nicolet Blvd to Ahnaip Street
